DIGITAL PLATFORM FOR DRONE REGULATIONS

Overview

The Drones Doing Good Alliance (DDG) is commissioning the design, development, and deployment of an Integrated Drone Hub to support regulatory oversight of drone operations by a national Civil Aviation Authority.

DDG invites qualified software development firms to submit proposals for this open and competitive tender.

The Integrated Drone Hub is a modular, production-grade digital platform supporting core regulatory functions, including:
​

  • drone and operator registration

  • Flight authorisation

  • risk assessment

  • flight monitoring

  • post-flight data management

  • training and certification support

​

This procurement seeks an experienced technical partner with demonstrated ability to deliver and maintain live, operational systems in public-sector or regulatory environments.

​

Experience limited to pilots, proofs-of-concept, or non-deployed prototypes will not be considered sufficient.

The system will be implemented initially for Côte d’Ivoire, with potential future roll-outs to other authorities subject to performance and funding.

What We Are Looking For

We are seeking experienced software development teams with a proven track record in:

  • production web platforms deployed in real operational contexts

  • regulatory, public-sector, or safety-critical systems (advantageous, not mandatory)

  • GIS-enabled or spatial data platforms

  • secure, maintainable, and configurable architectures

​

The solution must support risk-based regulation, CAA configurability, and long-term sustainability, while avoiding vendor lock-in.

  • Pricing Schedule (mandatory format)

  • Illustrative mock-ups (non-binding)

  • Annex templates
